I think you're wasting your time with an anti-bullthistle campaign. Campaigns with a higher county priority might be aimed at reducing backyard burning, reducing fertilizer and pesticide applications on lawns, and reducing the amount of salt used on our roads and parking lots. These environmental issues certainly affect people's health more than a bullthistle could.
